Butler County 4-H CARTEENS Program

The "CAR" in CARTEENS stands for "Caution and Responsibility." The "TEENS" in CarTeens stands for the teens who plan and present the program.

OUR MISSION:  The primary purpose of 4-H CARTEENS of Butler County is to decrease the number of repeat juvenile traffic offenders by education them on safe driving habits.

OUR OBJECTIVES:                                                                                                                                       

Participants in the CARTeen program will learn to:

  • Understand the ramifications of driving under the influence
  • Increase their awareness of Ohio's traffic laws
  • Correct their reckless driving habits and reduce their road rage
  • Systematically wear their seat belt while driving
  • Reduce their speed behind the wheel
  • Recognize the hazard road conditions due to weather conditions 
  • Increase their knowledge of current traffic signs
  • Reduce their driving inattentiveness while behind the wheel
  • Appreciate the life altering experiences people have gone through resulting from a crash involving themselves and their victims

EDUCATIONAL OPPORTUNITIES

This program is peer taught with outstanding results.  Teens, from nearly every area high schhol, teach the program every Wednesday evening to teens and their parent/legal guardian.  Those attending have been mandated to the program because they have received their first traffic citation.  The program is divided into three segments and lasts approximately two hours and 15 minutes.

Segment 1:
Welcome by officer team; review of the written guidelines distributed as attendees enter the building; and administration of a pre-test measuring attendees knowledge of driving.  A State Highway Patrol Officer explains the participants roles and law enforcement's role in protecting Butler County highways.  The Highway Patrolman answers questions and monitors the program for facts and reviews any new state laws that have been enacted.

Segment 2:
The participants and their parent/legal guardian spend 12-15 minutes at each of the four teaching stations taught by the CARTEEN volunteers.  The teaching stations include:

  • Ohio Laws and Traffic Signs
  • Inattentive Driving and Weather Conditions
  • Seat Belts and Speeding
  • OVI Driving

Segment 3:
The participants take a post-test where they must achieve a score of 75%.  All of the questions asked on the post test are covered in the four teaching stations.  Those who do not achieve a score of 75% are reported to the Juvenile Court.  The program concludes with guest speakers talking about their life changing experiences as a result of an accident.  Speakers include parents who have lost their children, victims of crashes, and young adults that have been involved in a crash.  The evening concludes with the participants completing an evaluation of the program.

CARTEEN TEACHERS

There are more than 40 teenage 4-H CARTEEN volunteers who teach at one of the four stations at least twice a month.  The teen volunteers represent most of the school districts in Butler County:  Badin, Butler Tech, Cincinnati Christian, Edgewood, Fairfield, Fenwick, Hamilton, Lakota East, Lakota West, Madison, Middletown Christian, Middletown, Monroe, New Miami, Ross, and Talawanda. 

More than 90% of the CARTEEN volunteers have come through the program as participants and have chosen to volunteer.  However, you do not need to be a traffice offender in order to volunteer.  CARTEEN volunteers must be 15.5 to 18 years old and have had a driving permit for at least sixty days.
